How to combine online and offline participation methods?

Participants of the Open summit on youth eParticipation in Europe “Future is Now” are invited to brainstorm and share their ideas. You have the chance to give your input even if you cannot participate in all of the discussion groups. Your ideas will be reviewed and discussed in the group. They are the basis for our 12 statements that will be presented by the end of the day.

The discussion group TOOLS will take place on thursday at 16:00 - 17:45 in room Seminar II.

1. Sharing Experiences

Tools:

  • Youth Group (offline)
  • Poll on OPIN (online)
  • OPIN (online)
  • Live Conversation (offline)
  • Online Form Tools (online)
  • Cooperation with existing youth groups/organizations (offline)
  • Workshops (offline)
  • Using video (+ manual transcription) to engage youth
  • Minecraft (the video game) to design spaces collaboratively

 

Topics for participation processes:

  • Iparticipate asked youngsters: Should Marihuana be legalized 
  • Mobility
  • Local (city) events 
  • Local (city) activities

 

Challenges:

  • URLs to access online tools do not work, Iparticipate created snapchat filters
  • Lack of literacy skills
  • Rejection of new technologies
  • Mobile Phones were sometimes challenging (could not access polls on OPIN for some time)
  • Double votes 
  • Youngsters think “nothing will change”/ distrust the local decision makers
  • Online activities need a lot of promotion
  • Online processes are prone to trolling (example: Online Dialogue by the German Chancellor)
  • To reach youth we need to work with pictures + movies

 

How was online/offline combined?:

  • Kick-Off –> Workshop face-to-face on participation in general -> Ideas in online Brainstorming afterwards
  • Kick-Off to introduce the online activities

 

2. Our recommendations

Group 1:

To the developers:

It needs to be more accessible by allowing organizations to personalize it and make the results more visible.

 

Group 2:

To decision makers and practicioners:

Participation processes should start at the local level and at the everyday reality of youth.

 

Group 3 (in front of windows)

To Practicioners  and Decision Makers:

We always should meet in person first with young people and follow-up with the results.

The three recommendations which were proposed by the Tools group are:
